
Whittlesea Integrated Movement & Place Plan
Hansen Partnership’s Urban Design team, in collaboration with Trafficworks were engaged by the City of Whittlesea to prepare a Place & Movement Plan for the Whittlesea municipality in 2022.
The overarching project ambition is to deliver a concise, cohesive, and visual report that provides clear evidence base, framework of road typologies, implementation plan, recommendations and concept designs for a series of priority projects.
The Place & Movement Plan identified projects and strategies to improve walkability, active transport and the use of public transport across the municipality. The project established an evidence-based movement network plan by assessing the existing network against the ultimate network to understand its performance and gaps. The establishment of an implementation plan identified a suite of priority projects across the municipality to inform Councils 10 year capital works program.
Importantly, the report prioritises and promotes a balanced approach to promote walking and cycling across the municipality by providing clear design guidance to re-imagine streets and paths within Whittlesea to support walking and cycling as an attractive travel option to serve the community’s needs and to support 20-minute neighbourhood planning.
Building on the Vision & Goals of Whittlesea 2040, the project seeks to integrate the Department of Transport and Planning’s Movement & Place Framework and the 20-minute Neighbourhood Concept of the Victorian Government’s Plan Melbourne, into how the City of Whittlesea plans and design streets and places.
Contemporary practice in streetscape design is also influenced by the Movement and Place Framework and Street Design Guidelines prepared by the Department of Transport and Planning (DTP). The report has been prepared based on the methodology and approach stipulated in the DTP Framework and Guidelines and form parts of Module 1 of the Victoria’s Movement and Place Framework.
