Airport West & Keilor East Structure Plans

In 2023, Hansen Partnership was engaged by Moonee Valley City Council to develop separate Neighbourhood Plans for Airport West and Keilor East in Melbourne. Hansen’s Urban Design team aimed to refresh the existing Airport West Structure Plan Review and to develop a new plan for Keilor East, both incorporating 20-minute neighbourhood principles. The goal was to ensure appropriate land use and development controls in line with the Municipal Planning Strategy and MV2040 Strategy 2018 (MV2040).

The Keilor East Neighbourhood Plan outlines a vision and strategies for developing a 20-minute neighbourhood centered around community hubs and transport corridors. It incorporates urban design and built form guidelines including building heights for individual precincts, as required to achieve and balance aspirations set out in the existing strategies and policies applicable to the neighbourhood.

Both plans integrate various elements into clear visions for each neighbourhood. They are supported by robust, evidence-based controls and strategies within Moonee Valley’s planning scheme. The plans also address policy implications across different Council areas, resolving conflicts to enable a coordinated approach to development in Moonee Valley’s diverse neighbourhoods.
